1. LED lighting standard revision dilemma
In the past two years, the issue of scientific evaluation of LED lighting products has been highly valued from country to place, speeding up the process of revision and revision of LED lighting standards, and the lack of standards has been greatly improved. However, both the standard setters and the inspection and quality supervision departments have almost the same feelings: the implementation of the standards that have been introduced is not optimistic, and the existing product standards and test method standards are not always perfect.
This phenomenon, for the time being, is called the standard dilemma, and its emergence has significant emerging industry characteristics:
1) There are many links in the standard revision process and the cycle is long. In the face of the rapid development of LED lighting technology, the traditional standard revision method is a little powerless, and the standard is out of date. 2) There are many blanks for testing methods and methods for certain key indicators of LED lighting fixtures, such as reliability and average life. Even if some enterprises or structures propose testing methods for these indicators, it is difficult to reach consensus in the whole industry. 3) LED lighting should replace the traditional lighting that has been applied for many years, and it will inevitably face the problem of application effect evaluation, such as photobiosafety, road light color index, human adaptability to light color, etc., all need a new round of long-term Evaluation.
The rapid development of emerging industries has brought about the dilemma of standardization and revision. It is inevitable and congenital. How to alleviate contradictions and break through bottlenecks is not only a new topic of standardization research, but also a new task within the scope of technical quality supervision.
2. Relieve conflicts and continue to innovate
The benchmarking index research, its working principle and method is based on the index comparison evaluation, dynamic update and continuous research, which basically solves the standard dilemma mentioned above. First of all, the benchmarking index research process is a dynamic process. Indicators, limits, test methods, and evaluation scales will all follow the rapid development of technology development, which will change the standard too lagging behind the development speed of emerging industries. Secondly, an important part of the benchmarking index research is to compare the indicators of different products item by item. Here are two cases. The test standards of one type of indicators are clear, then the performance gap can be visually seen according to the existing standards. Another type of indicator is temporarily unable to introduce standards that can be recognized by the public due to factors such as the stage of technological development. However, if the selected indicator is “significantly related†to a certain performance of the product, then the comparison of the indicators under the same test conditions is the same. It is possible to visually evaluate the gap in product performance. In both cases, the benchmarking index can compensate for the lack of test standards to some extent. Finally, the benchmarking index research itself is also a scientific research project. Maintaining the important characteristics of continuous testing and sample analysis of the project, it can not only propose a scientific method for the research of the application evaluation index that is still inconclusive, but also distinguish the LED lighting from the traditional lighting. The new indicator proposes the basis for the argument.
3. Effect planning, focus on implementation
In summary, benchmarking index research is feasible as a new way of standardization research to adapt to the development of emerging industries. However, the implementation and operation of the entire system depends on whether the benchmark design is representative, whether the system update rules are reasonable, whether the evaluation method is scientific, the ability to dynamically update and continue rolling, the degree of consensus within the industry, and so on. Therefore, whether the research can achieve the expected goals requires participants, including enterprises, government authorities, and various scientific research institutions to continuously put forward constructive opinions during the implementation, research, and application process, and work together to promote the upgrade of the entire LED industry technology and standards. Promote the continuous improvement of the overall development level of the LED industry in Guangdong.
