Prior to the official announcement of the "Broadband China" strategy and implementation plan on August 1, 2013, all three major Chinese telecom operators have successively launched or completed a new phase of passive optical fiber network (PON) equipment procurement bids. As can be seen from the overall procurement needs, although the three companies have different deployment strategies for optical fiber networks (FTTx), they have maintained a certain level of procurement compared to the past few years, and introduced new equipment and technical specifications to fully cooperate with the country. The policy implements and meets their respective fiber service promotion plans.
Supported by the huge domestic demand market, the scale and number of Chinese system manufacturers and upstream optical communication component manufacturers continue to expand to create a complete industrial chain; and after several important mergers and acquisitions or the strategic layout of the establishment of subsidiaries, the Chinese optical communication industry Not only does it have end-to-end (End-to-End) product supply capabilities, but also has developed towards the international market.
GPON shipments become mainstream
Since the second half of 2013, China's three major telecommunications companies have successively carried out PON annual procurement plans. If observing the number announced, China Telecom is still very active in expanding the FTTH fiber network in each service province. The procurement scale includes Ethernet passive fiber network. (EPON) and ultra-high-speed passive optical network (GPON) central office and user equipment, a total of 20 million lines; China Unicom is mainly based on G / E PON optical network unit (ONU) equipment, with necessary The total purchase volume of optical line terminals (OLT) and multi-dwelling unit (MDU) devices is expected to be lower than the previous level, but it is also expected to have a scale of millions of lines; the total purchase volume of China Mobile is significantly less than the previous two The fixed-line telecommunications providers in China have a total purchase volume of less than 700,000 lines.
From the purchase intention of the three major telecommunications companies for PON, it can be seen that GPON has become the main standard for procurement and expansion of current and future players. China Mobile has only issued GPON bids, which is consistent with the development of the European and American markets, focusing on full service. The GPON dominated by the Access Network (FSAN) Alliance and the International Telecommunications Union (ITU), and the TWDM-PON specifications will continue to lead the global optical fiber access to the last mile network Development, and continue to improve the distance, speed, quality, compatibility and application support capabilities of optical fiber transmission.
New technologies and new forms of products have attracted attention
In the procurement specifications of the three vendors, including MDU, Fiber to the Office (FTTO), 10G EPON three technologies or architectures that have been discussed for several years, they have obtained substantial shipment opportunities in China Telecom and China Unicom The construction actually complements each other. MDU is suitable for existing buildings and residential complexes. In the past, under the technology of 1.25 / 2.5G, it was difficult for individual users to support 100Mbit / s Internet access. Telecommunications providers had limited willingness to import. After the 10G PON product, the existing and new MDU equipment will be able to play a better role and help the telecommunications industry to develop new business.
In addition, in the FTTO, compared with the use of P2P or FTTB products by enterprises or government agencies in the past, telecommunications providers have introduced PON equipment that is more suitable for use in enterprise buildings. On the cost side, it can reduce the building's active fiber optic equipment and share the optical backbone Network, save the cost of components and construction of optical cables and copper wires, and take advantage of GPON's high divergence to fully support the deployment of Internet cameras (IP cameras) or digital signage. On the service side, according to the needs of various customers, it can flexibly provide appropriate access equipment and services, effectively configure bandwidth and enhance data transmission security.
Three major telecommunications companies optical fiber network layout
China's three major telecommunications companies are actively expanding the FTTH network (Figure 1). One of the driving forces is still driven by the Chinese government's national broadband plan "Broadband China". In the twelfth five-year plan from 2011 to 2015, the Chinese government will look forward to achieving The popularity of broadband networks across the country requires fiber optics to enter homes or buildings in urban areas.

At this stage, the central and local governments are also trying to introduce various laws or regulations. For example, the "Sichuan Province Residential Building Communication Facilities Management Measures" announced by Sichuan Province in June, on the one hand, proposed that new residential buildings be fully introduced into FTTH facilities. It was pointed out that the communication facilities for residential buildings that began construction on January 15, 2007 belonged to all owners of residential buildings, in order to strengthen the rights of various communities and buildings to choose Internet service providers (ISPs), making FTTH / FTTB more feasible . In 2013, under the planning of the Ministry of Industry and Information Technology, FTTH coverage of 35 million households will be added. This task will also be given to the targets expected by various players according to the ratio of the service scope of the three major telecommunications providers to the number of users.
