The LED industry's expansion of domestic demand action is divided into two parts, outdoor and indoor applications. In the outdoor part, the Energy Bureau promoted the "LED Traffic Signal Lamp Replacement Plan" from 2009 to 2011, with partial subsidies to assist local governments to complete the 690,700 LED traffic sign replacement, and required manufacturers to provide 3 Warranty for more than one year. After the national replacement, it will save 247 million kWh of electricity every year, reduce the carbon dioxide emissions of 155,100 metric tons, and create an output value of NT$1.4 billion for the LED lamp industry.
In the streetlight product section, the Energy Bureau promoted the "LED Road Lighting Demonstration Plan" in 2009, and replaced 47 energy-saving mercury street lamps with LED street lamps in 47 demonstration sites in various counties and cities. A total of NT$130 million was invested and 5,350 miles were completed. LED street lights can save 2.34 million kWh of electricity per year.
The Energy Bureau has invested NT$120 million this year to promote the “High-efficiency Road Lighting Energy Conservation Demonstration Projectâ€. Different from the previous plan, this demonstration case greatly improved the efficiency of the luminaire. It adopts the LED street lamp with the highest efficiency level of CNS15233 at present, and requires the lamp to be guaranteed for 3~5 years. It is expected that the LED will be fully upgraded by the demonstration case. The efficiency level of street lamps lays the foundation for entering the international market.
The Energy Bureau said that both the technical and economic aspects will be used to fully replace mercury street lamps with high-efficiency street lamps. On the technical side, the Energy Bureau will promote the standardization of street lamps, aiming at unifying the specifications of LED street lamp power supply, and reducing the obstacles to setting up; on the economic side, planning to adopt an energy-saving performance assurance service (ESCO), which is shared by the government and users. Replace the cost of LED street lamps, thereby increasing the willingness of the public sector and local governments to adopt LED street lamps, which is expected to drive the output value of the LED lighting industry to NT$8.6 billion.
In the indoor lighting section, the Taiwan Energy Bureau has developed energy-saving stamps for indoor LED lamps. Products that have obtained the energy-saving mark certification can be included in the procurement program of the “Organizational Measures for the Priority Purchase of Environmental Protection Productsâ€, and the “Organization Green Procurement Promotion Plan†requires all government agencies and public enterprises to purchase at least half of the products for the specified projects. The environmentally-friendly products verified by the government, and the energy-saving stamp products meet this requirement.
The Energy Bureau pointed out that the Ministry of Economic Affairs will comprehensively promote the LED lighting energy-saving policy to save Taiwan's lighting power consumption, and respond to the global energy-saving and carbon-reduction policies, actively develop the green energy industry, and create a new century of LED lighting.
