This year, Beijing will promote the use of at least 10 million energy-saving light bulbs, and plans to promote it throughout the city next year. CPPCC member Tian Xiaoping proposed in the proposal on January 11 that it should pay attention to the safe handling of energy-saving light bulbs that are increasingly used to prevent the formation of new mercury pollution.
Last year, the Municipal Development and Reform Commission launched a one-yuan energy-saving light bulb campaign to promote the use of energy-saving light bulbs in urban households. The ultimate goal is to eliminate incandescent bulbs and popularize energy-saving light bulbs among households in the city. Commissioner Tian Xiaoping said that how to uniformly recycle and safely dispose of energy-saving light bulbs under existing conditions to prevent mercury pollution is an important guarantee for doing a good job.
In the proposal, Commissioner Tian Xiaoping pointed out that energy-saving lamps, like fluorescent lamps, contain mercury ranging from a few milligrams to tens of milligrams per bulb. Once the discarded fluorescent energy-saving lamps enter the landfill, even the fully packaged bulbs will break down and mercury will leak into the soil and groundwater, and the mercury vapor will evaporate into the atmosphere. Based on an average of 10 milligrams of mercury, 10 million energy-saving light bulbs contain up to 100 kilograms of mercury, and the danger of a large amount of mercury entering the ground cannot be ignored.
According to the new hazardous waste catalogue promulgated by the state, the waste energy-saving lamps produced by residents are not considered as hazardous waste, but the energy-saving lamps collected centrally need to be disposed of in accordance with hazardous waste. Due to the low market price of mercury, high recycling prices, the difficulty of transporting light bulbs and the habit of throwing away incandescent bulbs when residents use it, the recycling of energy-saving lamps still has great difficulties.
Commissioner Tian Xiaoping suggested that from the early stage of the one-yuan energy-saving bulb activity, it should strengthen publicity, recycling, and centralized disposal. Large-scale households such as hotels and machine-taste enterprises and institutions should be included in the scope of recycling of energy-saving lamps; the news media should guide the public to develop the habit of recycling discarded bulbs; arrange special funds as disposal fees, earmarked for special purposes.
