Although the LED display is expensive, many commercial buildings and plazas do not need to pay for the LED display themselves. Instead, the advertising company bears the relevant costs. After that, the advertising company will also pay regular fees to the commercial buildings and plazas. Next, commercial buildings and plazas are of course welcome to LED screens, leading to an increasing number of LED screens in the city. On the other hand, in order to attract eyeballs, the advertisers also require the advertisements to "flash, light, and jump" during playback, so the LED screen will be brighter and brighter until light pollution occurs.

According to the person in charge of the Shanghai Municipal Bureau of Landscape and Landscape Management, there is currently no LED display brightness standard in Shanghai. "The "Shanghai Urban Environment (Decorative Lighting) Specification" promulgated in 2004 only stipulates the brightness of traditional outdoor advertising and signage, and does not apply to LED electronic displays." The person in charge said that when the specification was issued, Shanghai's LED display The number of screens is not much yet, so there is indeed a “blind spot” in this specification of brightness. However, this awkward situation will soon be broken.

A revised version of the “Shanghai Urban Environment (Decorative) Lighting Specification” is expected to be issued in the near future. This revised draft will stipulate the brightness standard of LED display screens. At present, the revised draft has been tentatively drawn up. After the revised draft is issued, management measures will be taken for display screens with excessive brightness. Before the introduction of the standard, the management department will coordinate the display screens to reduce the impact on the normal life of the citizens by reducing the brightness, reducing the stroboscopic flash, and shortening the opening hours.
