The Ministry of Industry and Information Technology pointed out in the “Management Measures for Pollution Control of Electronic and Electrical Products (Draft for Soliciting Opinions)” that the “Measures” are intended to control and reduce the pollution caused to the environment after the discard of electronic and electrical products, promote the production and sales of low-pollution electronic and electrical products, and protect the environment. Developed for human health.

Industry insiders said that China is a major producer of electrical and electronic products. With the continuous upgrading of home appliances in China, more and more electronic and electrical products have been eliminated. These waste electrical and electronic products are commonly referred to as "e-waste," and if they are not handled properly, they will cause environmental pollution.

In 2006, the then Ministry of Information Industry issued the "Measures for the Control of Pollution Caused by Electronic Information Products" (referred to as the "Administrative Measures") and implemented it on March 1, 2007.

However, due to the authority of the Ministry of Information Industry at that time, the "Administrative Measures" did not cover white household appliances such as refrigerators and washing machines, while the EU's RoSH directive did not exclude white goods.

For this reason, the Ministry of Industry and Information Technology promptly initiated the revision of the "Administrative Measures." The draft of the consultation clearly states that the pollution of electrical and electronic products means that harmful substances contained in electrical and electronic products exceed the national or industrial standards and cause damage, damage, waste or other adverse effects on the environment, resources, human health, and the safety of life and property. .

The electrical and electronic products that are included in the management refer to equipment and accessory products whose rated working voltage is 1500 volts DC and 1000 volts AC, for the purpose of generating, transmitting, and measuring currents and electromagnetic fields.

Insiders believe that this definition category already includes white goods. Since the profit level of the white power industry is not high, under normal circumstances, SMEs do not have much ability to conduct scientific research, technological development and international cooperation in pollution control of electronic and electrical products. This means that the implementation of pollution control in the white goods industry will further increase the competitive advantage and profitability of leading companies.
