4. Qualification requirements
(1) The bidder must be a legal person or other organization of the People's Republic of China who has the conditions for bidding. The bidder shall have the qualification of independent legal person and the registered capital shall reach 2 million yuan (including 2 million yuan).
(2) Bidders have a good business reputation and a sound financial accounting system. They have the ability to perform contracts, have a good record of paying taxes and social security funds according to law, have a good corporate image, and have no illegal business records.
(3) Bidders must have three or more qualifications for urban and road lighting engineering professional contracting qualifications. Enterprises outside Shaoguan City must participate in the bidding process in Shaoguan City or Wengyuan County Construction Administrative Department, and the project bidding legal person is the project leader in the registration record form.
(4) If the bidder of a non-lighting equipment manufacturer must have a product authorized agent certificate issued by the manufacturer for the project.
(5) The bidder shall abide by the relevant laws and tendering requirements.
