China officially announces road map for eliminating incandescent lamps

On November 1, 2011, the National Development and Reform Commission, the Ministry of Commerce, the General Administration of Customs, the State Administration for Industry and Commerce, and the General Administration of Quality Supervision, Inspection and Quarantine jointly issued the "Notice on the gradual ban on the import and sale of incandescent lamps for general lighting" (hereinafter referred to as the "Announcement"). From October 1, 2012, it was decided to gradually ban the import and sale of general lighting incandescent lamps according to their power levels.

China is a major producer and consumer of lighting products. The output of energy-saving lamps and incandescent lamps ranks first in the world. In 2010, the output of incandescent lamps and domestic sales were respectively 3.85 billion and 1.07 billion. According to calculations, China's lighting power consumption accounts for about 12% of the total electricity consumption in society, and the adoption of efficient lighting products to replace incandescent lamps has huge potential for energy saving and emission reduction. The phase-out of incandescent lamps is of great significance in promoting the optimization and upgrading of the structure of China's lighting industry, promoting the implementation of the “Twelfth Five-Year” energy-saving and emission-reduction targets, and actively responding to global climate change.

The Chinese government attaches great importance to lighting and electricity-saving work. In 1996, it initiated the implementation of China's green lighting project. It has been listed in the "Ninth Five-Year Plan" and "Tenth Five-Year Plan" energy-saving key areas and the "Eleventh Five-Year" and "Twelfth Five-Year" key energy-saving projects. , and with the United Nations Development Program, the Global Environment Fund launched three phases of international cooperation projects in green lighting. Through years of unremitting efforts, China's green lighting project has made remarkable progress. The implementation of China's green lighting project has promoted the optimization and upgrading of lighting electrical appliance industry structure and overall improvement of product quality. The output of energy-saving lamps and incandescent lamps has increased from 1:34 in 1996 to 1:1 in 2010. The global market share has increased from 20% in 1996 to 85% in 2010. It has promoted the popularization and application of high-efficiency lighting products and the general awareness of lighting and electricity saving in the whole society. Up till now, over 500 million energy saving lamps have been promoted through financial subsidies. , The national market share of efficient lighting products reached 70%; promoted the rapid development of semiconductor lighting technology and the promotion and application of semiconductor lighting products.

The "Announcement" made it clear that China's phase-out of incandescent light roadmap is divided into five phases: November 1st, 2011 to September 30th, 2012 as a transitional period, and bans imports and sales of 100W and above from October 1, 2012. Ordinary incandescent lamps, banned from importing and selling incandescent lamps with general lighting of 60 watts or more from October 1, 2014, and from mid-term evaluation period from October 1, 2015 to September 30, 2016, from October 1, 2016 It is forbidden to import and sell incandescent lamps of 15 watts or more, or adjust them according to the results of the mid-term evaluation. Through the implementation of the road map, it will effectively promote the healthy development of China's lighting industry and achieve good energy-saving and emission-reduction effects. It is expected that the output value of lighting industry will increase by approximately RMB 8 billion (RMB), and 15,000 new jobs will be created.
